Senator Smith and others are proposing the select committee approach. In my view, that will only perpetuate the problem. While the committee could review the piles of intelligence reports, "live sightings" and receive open testimony from those who feel disenfranchised, I don't believe those acts alone will do what is truly necessary -- that is, reach some kind of definitive that will be broadly accepted. Of course this may never be possible, however, I do believe that establishing another "bureaucracy" that will ultimately perpetuate itself will only add fuel to the fire. Your proposal of a presidential commission has the best chance to restore credibility, if the commissioners are beyond reproach and given access to all information. While there have been several versions of such commissions, they have failed to restore credibility primarily because maneuvers from the various groups working their own agenda. There was no persona strong enough to overcome the constant harangue from those who make a living off the issue. General Vessey was considered credible but he did not have stature outside of the military. This requires someone who could be broadly believed by the general public and capable of overcoming those who will seek to discredit the commission. I have talked with the General Schwarzkopf's chief of staff who has discussed this matter with him (they have heard the speculation). Schwarzkopf would prefer not to be asked by the President. He has contractual obligations for the next year that control his schedule. His aide claims that the General couldn't possibly do this -- but not sure that he could turn down the President. The next name that comes to mind is General Kelly, the intelligence briefer during Desert Storm. Because this has much to do with intelligence and because Kelly is widely recognized and respected, he might be a good second choice. Another name is General Grey, former Marine Corps Commandant. He is very outspoken and not considered a DoD crony. The President might consider asking Schwarzkopf who he would recommend.
