(Page 4) MEMORANDUM May 14, 1991 TO: SENATOR Dole FROM: JIM MCMILLAN RE: UPDATE: S.5, FAMILY AND MEDICAL LEAVE ACT A tentative vote count of Republicans on final passage of Dodd's family and medical leave act (assuming no material compromise changes are made to the bill) WOULD VOTE AGAINST BrownBurns Cochran CraigDangforth Dole Garn Gramm Grassley Hatch Helms Kasten Lott Lugar Mack Murkowski Nickles Pressler Roth Rudman Seymour Simpson Smith Symms Thurmond Wallop Warner TOTAL: (Crossed off: 27) (Handwritten: 28) LEANING AGAINST THE BILL Durenberger (voted against bill in Committee and introduced own alternative) Kassebaum (voted against bill in Committee) TOTAL: 2 (Page 5) UNDECIDED Chafee Domenici Gorton McConnell Stevens TOTAL: 5 LEANING FOR THE BILL (GETTING MIXED SIGNALS) Bond McCain Specter TOTAL: 3 WOULD VOTE FOR THE BILL Coats Cohen D'Amato Hatfield Jeffords Packwood TOTAL: 6 Obviously, to sustain a veto in the Senate we would neet to get 7 of the 10 Republicans in the "Leaning Against," "Undecided" and "Leaning For" columns. A number of Members believe that the Hatch preferred rehire bill (which Sen. Hatch intends to offer as an amendment) provides them with adequate cover on the issue. This option must continue to be emphasized to thoe Republicans still on the fence. Unfortunately, I get the sense that nay changes to the Dodd bill which make some of its provisions less onerous (particularly to the medical leave provisions), may result in those in the "Undecided" column going with the Democrats. Dodd apparently is eager to cut a deal this year (unfortunately, any such dela will contain a leave mandate which is unacceptable to the Administration and vast majority of Republicans) (Page 6) (Handwritten: 32 Republican conf - 5/14/91) (Checkmark) Bond (Checkmark) Brown (Checkmark) Burns (Checkmark) Chafee (Checkmark) Coats (Checkmark) Cochran Cohen (Checkmark) Craig (Checkmark) D'Amato Danforth (Checkmark) Dole Domenici (Checkmark) Durenberger (Checkmark) Garn (Checkmark) Gorton (Checkmark) Gramm Grassley (Checkmark) Hatch Hatfield (Checkmark) Helms Jeffords (Checkmark) Kasssebaum (Checkmark) Kasten (Checkmark) Lott (Checkmark) Lugar (Checkmark) Mack (Checkmark) McCain (Checkmark) McConnell (Checkmark) Murkowski (Checkmark) Nickles (Checkmark) Packwood (Checkmark) Pressler (Checkmark) Roth Rudman Seymour (Checkmark) Simpson (Checkmark) Smith (Checkmark) Specter (Checkmark) Stevens Symms (Checkmark) Thurmond Wallop (Checkmark) Warner (Printed by the Republican secretary) GPO: 1991 41-672 (m) (Page 7) (Handwritten: 12 NOON)
