Esso Standard Thailand Ltd SENATOR : Re: your meeting with delegation from Asian-Pacific Council of American Chambers of Commerce (APCAC), Monday, June 11, 4:45 pm. BACKGROUND/ARRANGEMENTS. Dave Cordova, who represents APCAC in Japan, made the request. APCAC is holding its annual policy conference in Washington. You met with them last year, during their conference. Scheduled for 30 minutes. We have invited Senators from the Pacific states, SFRC and Finance (trade). The APCAC group will be about 8-10, with representatives from each of the countries involved. You will get a list of attendees -- Senators and APCAC -- before the meeting. You may want to start with a few opening remarks -- I would suggest the status of the "budget summit" and other legislative issues, and a few words on MFN for China (see suggested tack in ISSUES below) . ISSUES. MFN for China. Should be high on their agenda. It would be worthwhile to (1) ask them to provide us info on the impact of dropping MFN, for use during the debate and (2) pull out all the stops in lobbying. Note: there will be an APCAC rep from Hong Kong in the group. - WILL BE A TOUGH FIGHT -- BUT WE CAN WIN. - NEED YOUR IN-PUT FOR THE DEBATE: WHAT WILL ENDING MFN REALLY MEAN TO YOU -- PROFITS, JOBS. - KEY WILL BE LOBBYING BY AMERICAN COMPANIES. IF WE ARE TO WIN, YOU HAVE TO DO YOUR PART. Intellectual property rights. We have problems in virtually every country in Asia. You might want to ask specifically about Thailand -- since you will be meeting with Thai Prime Minister Chatichai on June 16. Export promotion. They are pushing for expanded mixed credit, subsidized credit and EXIM programs; and for using AID programs more aggressively to expand our exports (something AID is finally doing) . AL SENATOR : Re: your meeting with Ray Simonaitis, Americans for a Free Lithuania, Monday, June 11, 3:00 pm. Very brief meeting. Simonaitis and his group will present you copies of petitions containing about 150,000 names, supporting democracy for Lithuania. I presume he will also pitch to withhold approval of a trade agreement until there is progress on the Baltics. The group will see Mitchell after seeing you. Last year you met with a delegation of the Asia-Pacific Council of the American Chambers of Commerce (APCAC) -- the umbrella organization of the American chambers in Asian countries. Dave Cordova represents APCAC in Japan, and has asked if you would be willing to meet with a delegation again this year, during their annual convention here in Washington, June 12-13. (Underlined: COMMENT.) One issue which might make a meeting useful -- MFN for China. Presumably they will be strongly behind Bush's position -- and you can both get some in-put for the debate, and urge them to pull out all the stops on lobbying.
