I am told the Armenian-Americans may raise the following: Arranging for Prime Minister of Armenia to meet with Bush. The Assembly wants to invite the Prime Minister, but only if a meeting with Bush can be confirmed. I believe this is a non- starter. If Bush wouldn't see the Armenian President, despite all the pressure brought to bear, I can't imagine why he would see the Prime Minister. I would sat that you will try to help, but frankly doubt there is any real chance it will happen. Genocide resolution. They may ask whether you intend to push this next Session. Realistically, the onset of the Gulf crisis and the very positive spin put on Turkey's role dooms the chances of having any greater success than last year. I would stick with: I'm going to be looking at it, but don't want to do anything that will be counterproductive. U.S. - Soviet relations and Armenia. They will ask for your continued representations to Moscow to take a more constructive role in the Nagorno-Karabagh issue -- especially to quit taking the side of Azerbaijan, and facilitating/allowing the Azeri blockade of Armenia. You can assure them you will continue to push on the issue. Your letter to Byrd. You may want to let them know you have communicated with Byrd, encouraging him to in turn encourage the Turkish Government to take a more responsible position on Armenia -- and especially to respond positively to Ter Petrossian's courageous call for a new look at Armenian- Turkish relations.
