You may wish to ask Senators Hatch and Kassebaum to talk about Nancy's substitute.

4. Appropriations

Ask Senator Hatfield to report on likely order for bills to be considered and the likely timing.

SUBJECT: CIVIL RIGHTS ACT -- CLOTURE VOTE

In order to defeat the cloture vote today, you will need to get the support of some of the Republican co-sponsors of the Civil Rights Act. The following 8 Republicans are co-sponsors: Cohen, Danforth, Durenberger, Hatfield, Heinz, Jeffords, Packwood, and Specter.
Senators will have another opportunity to vote for cloture tomorrow, if the cloture vote today fails.

Enclosed is your July shipment of items to give important visitors to your office. Dave Harbour tells me that these items are being put to good use in promoting our state and I'll continue the program for the rest of the year. In December, we can discuss the merits of continuing the program.

You might be interested in knowing that we can provide smoked KING SALMON, RED SALMON (lachs style) and hot smoked salmon (kippered style), smoked salmon strips and smoked HALIBUT. These products are available in gift boxes on a 24 hour turn-around using Federal Express for any reception at the Capitol, or for the Capitol's dining room uses.

Sausages with reindeer, like our well-known POLISH SAUSAGE and HUNTER STICK, ALASKA SALAMI and MOOSERONI, will be available as soon as we can get the USDA approval.

SCHEDULE FOR THE WEEK OF JULY 16, 1990

TODAY, TUESDAY, JULY 17

THE SENATE WILL RECONVENE AT 2:15 P.M. AND BEGIN A 15 MINUTE ROLL CALL VOTE ON FINAL PASSAGE OF THE TEXTILE BILL. IMMEDIATELY FOLLOWING PASSAGE OF THE TEXTILE BILL, THERE WILL BE A ROLL CALL VOTE ON THE MOTION TO INVOKE CLOTURE ON THE KENNEDY SUBSTITUTE TO THE CIVIL RIGHTS BILL. THE MAJORITY LEADER HAS ANNOUNCED THAT IF CLOTURE IS INVOKED ON THE CIVIL RIGHTS BILL, THEN IT WOULD BE HIS INTENTION TO REMAIN ON THE BILL UNTIL DISPOSED OF. THEREFORE, VOTES WILL OCCUR, AND A LATE SESSION IS A POSSIBILITY.

WEDNESDAY, JULY 18

IF CLOTURE IS NOT INVOKED ON TUESDAY, THEN A 2ND CLOTURE VOTE WILL OCCUR ON WEDNESDAY ON THE KENNEDY SUBSTITUTE TO THE CIVIL RIGHTS BILL.
THEREFORE, VOTES WILL OCCUR AND A LATE SESSION IS EXPECTED. THE MAJORITY LEADER HAS ALSO FILED A CLOTURE PETITION ON THE CIVIL RIGHTS BILL ITSELF. CONSEQUENTLY, ONCE THE SENATE HAS REACHED 3RD READING OF THE CIVIL RIGHTS BILL, AND IF THERE IS AN INDICATION THAT THERE WILL BE ADDITIONAL DEBATE, THEN A CLOTURE VOTE WILL OCCUR IMMEDIATELY ON THE BILL. OTHERWISE, IMMEDIATELY FOLLOWING PASSAGE OF THE CIVIL RIGHTS BILL, A CLOTURE VOTE WILL OCCUR ON THE MOTION TO PROCEED TO THE FARM BILL.

THURSDAY, JULY 19 - FRIDAY, JULY 20
RESUME EITHER THE CIVIL RIGHTS BILL, OR THE FARM BILL. THEREFORE, VOTES WILL OCCUR AND LATE SESSIONS ARE ANTICIPATED.
