SUBJECT: RESUMPTION OF BUDGET NEGOTIATIONS

Two notes of interest:
1. Both Senators Byrd and Sasser are saying publicly that we will be taking up the Budget Resolution late this week or early next week. Senator Sasser is pushing to have his budget resolution agreed to while Senator Byrd would like to modify the resolution to add to the amounts to be used for domestic discretionary programs. You may recall that the Senate's resolution produces a deficit of $47.8 billion -- on the face of it -- so there is arguably money that could still be spent as the target is $64 billion. With respect to Defense, the Senate seeks to achieve more in savings in the first year ($13 billion vs. $11 billion) while the House seeks greater 5 year savings ($250.7 billion vs. $214.2 billion).
2. The Democrats have indicated that they may not want to include their chairmen in the budget negotiations. Apparently, Darmen has indicated that this may make sense.
Frankly, I think the Democrats are probably trying to limit Senator Nunn's input as they have generally pressed for greater savings that he has supported.
I think we should push to have the relevant committees involved as we are likely to have to fight those fights at some point any way and making them part of the discussions may give us a chance to co opt them into supporting a broad agreement.

Finally, I have prepared a schedule for this week's meetings. If okay with you I will distribute.
