ARRANGEMENTS. The basic schedule:

11:50 am Speech ends; you and Mitchell escort Walesa to S-207 for meeting

1:30 pm Mitchell, you and Walesa speak

BACKGROUND. As you know, Walesa is here at the invitation of the AFL-CIO; but his visit has all the trappings of a State Visit.
Among others in his entourage will be Solidarity's parliamentary leader, Geremek; and former spokesman, Onyzkiewicz -- both of whom you spent some time with in Warsaw.
Walesa requested the pre-lunch meeting, apparently to pitch for even more U.S. aid. You will note above that the lunch plan is slightly different than usual -- you will speak after eating, and Mitchell's staff believes he plans more extensive remarks than usual (your remarks, attached, are similarly longer than usual).
ISSUES. You may want to raise the following.
Eastern Europe. You can ask Walesa's reaction to events in Hungary, East Germany, Bulgaria and Czechoslovakia; get his assessment of the Soviet view and sensitivities; and solicit his advice on how the U.S. should play all this -- he might say something that we could use to deflect criticism of Bush.

Mazowiecki Government/Solidarity's role. How is the new government working? What adjustments is Solidarity making in its new dual role -- part of the government, but simultaneously representing labor's sometimes conflicting interests?
Food situation. You can ask whether U.S. and EEC food aid is now arriving in quantity, and what the overall outlook is for the winter.
Cargo preference. Might be worth raising in the meeting (you would probably have to explain the issue in the question, in case he's not up on it) -- Walesa is enough of a "shoot-from-the-hip" person that he might not duck the question.
Mrs. Johnson and the Gdansk shipyard. How's the deal coming along?

o I WAS IN GDANSK IN AUGUST. THE LAST THING I DID THERE WAS ENJOY A HUGE LUNCH, AT THE FANCIEST RESTAURANT IN TOWN. WE HAD 22 GUESTS -- IT COST ABOUT $40. THAT'S CALLED POLISH HOSPITALITY.
o I CAN'T SAY THAT OUR LUNCH TODAY WILL BE AS DELICIOUS AS THAT ONE WAS -- BUT WE WON'T GIVE YOU ANY BILL AT ALL.

o MORE SERIOUSLY, THAT LUNCH IS ONE TINY EXAMPLE OF THE HUGE CHALLENGES FACING POLAND'S NEW GOVERNMENT.
o THAT GREAT COUNTRY HAS SUFFERED UNDER 40 YEARS OF COMMUNIST RULE -- DENYING FREEDOM TO POLAND'S PEOPLE, PROHIBITING ANY SENSIBLE APPROACH TO POLAND'S ECONOMIC PROBLEMS.
