THE SENATE WILL RECONVENE AT 2:00 P.M., AND BEGIN A ROLL CALL VOTE IN RELATION TO THE NUNN/WARNER AMENDMENT REGARDING BASE CLOSURES. ADDITIONAL VOTES WILL OCCUR THROUGHOUT TODAY'S SESSION, AND THE MAJORITY LEADER HAS ANNOUNCED THAT A LATE SESSION WILL BE NECESSARY, IN ORDER TO MAKE PROGRESS ON THE D.O.D. APPROPRIATIONS BILL.
WEDNESDAY, SEPTEMBER 27
RESUME AND HOPEFULLY COMPLETE ACTION ON THE D.O.D. APPROPRIATIONS BILL. VOTES WILL OCCUR AND A LATE SESSION COULD OCCUR.
THURSDAY, SEPTEMBER 28 - FRIDAY, SEPTEMBER 29 IT IS THE MAJORITY LEADER'S INTENTION TO TRY TO COMPLETE ACTION ON AS MANY APPROPRIATIONS BILLS AND CONFERENCE REPORTS PRIOR TO THE END OF THE FISCAL YEAR. THEREFORE, VOTES WILL OCCUR EACH DAY OF SENATE SESSION THIS WEEK AND LATE SESSIONS CAN BE ANTICIPATED.

Dear Bob:
At the July 18 Observer Group meeting, we proposed that the group travel to Geneva, Vienna and West Germany during the Columbus Day recess (October 7-15).
The third round of the Conventional Armed Forces in Europe Talks (CFE) will convene on September 7 in Vienna. Given the rapid pace of the talks, we believe it would be worthwhile for the Arms Control Observer Group to visit with the U.S. Delegation, as well as the Allied and Warsaw Pact Negotiators, in Vienna. In Geneva this fall, the Nuclear and Space Talks (NST) and the negotiations on nuclear testing and chemical weapons will be in process. At the same time, we believe it important to visit with a NATO ally, West Germany, to discuss issues of major importance to them in the CFE negotiations.
As of today, 9 members of the Senate Arms Control Observer Group have indicated interest in participating in the trip. As in the past, we think it would be appropriate for Senators making this trip to be accompanied by their spouses. We would invite you and Senator Mitchell to lead the Senate Arms Control Observer Group Delegation if your schedules permit. If not, two of the co-chairmen have expressed interest in leading the CODEL and on the strength of the overall strong interest, we request that you authorize an airplane for the trip.

SUBJECT: SENATOR HATCH
Senator Hatch's staffer has asked me to make you aware that Hatch would like to be a member of the Arms Control Observer Group. I explained that the Group was recently expanded, that all the members were appointed, and that it is unlikely the Group will be expanded again soon.
As an alternative, he asked if you could appoint Hatch as your designee for a Group trip you do not go on. I told him I would let you know of Senator Hatch's interest.
By the way, there is a trip to Geneva and Vienna planned for 24-30 June.
