SUBJECT: BREAKFAST WITH MOSBACHER
DANFORTH: High Definition Television (HDTV) -- Appears to be most interested in determining what the Administration will do in response to the Hollings proposal to direct $200 million to U.S. companies to catch up to the Japanese. To date, all the federal government has done is to require that any HDTV broadcasts (none yet in existence) be transmitted in a manner which allows current technology televisions to pick up the signal. This was done, in part, to give the domestic industry time to catch up. Japanese technology is not compatible.
Nominees -- Commerce has only two confirmed officials (the Secretary and General Counsel). Commerce Committee reported three this week (Deputy Secretary Thomas Murrin, Asst. Sec. Sue Schwab and the NTIA Administrator). Of most concern is the lack of a nominee for the Undersecretary for Technology (competitiveness).
Bell Operating Companies -- Danforth is working on a bill which would allow Baby Bells to manufacture and provide information services (except newspapers), both of which are currently prohibited. The bill would not allow them to enter long distance service.
SIMPSON: The only specific issue which staff is aware is National Weather Service. NWS has proposed to change the current manual observation service (manned) to (unmanned) radar (RAD) service. The locals are not impressed.
HELMS: Will give a letter to Mosbacher in support of one of the three candidates for the South Atlantic Fisheries Counsel (not the same as the Lott issue).

STEVENS: Oil Spill. Commerce includes National Marine Fisheries. Look for a discussion on further assistance for the fishing industry. Salmon season is about to begin.
High Seas Interception of Salmon -- Japanese and Taiwanese not abiding by international treaties on fishing off Alaska coast and Commerce is not enforcing treaties. Issues involve excessive catches and the use of "drift nets" which can be up to 30 miles long, killing turtles, porpoises and whales. The nets are also abandoned, creating further damage to fish and ocean going vessels.
Bell Operating Companies -- Interested in some approach being proposed.
BURNS: General interest in free trade (Ranking Member on Subcommittee on Foreign Commerce and Tourism). May also discuss Mosbacher's former oil wildcatting activities in Montana (positive) .
LOTT: The four-year-old problem with the Director of the Southeast Regional Fisheries Director was supposed to be solved today. The Lott candidate (Kemmerer) will be appointed National Director, the Texas candidate (Rayburn) will be named Regional Director. (Lott told Whit two weeks ago that this arrangement automatically gets his vote on FSX veto and much more). Lott also said today that he wants more information on FSX.
SPECTER: His staff member who "does all the Commerce issues" was not around.
WILSON: His main issue, Voluntary Restraint Agreements on Steel should have been taken care of with his meeting today with Mosbacher and Bush. Bush was looking for input for his upcoming decision on extending current VRA's. Wilson is opposed, wants imported steel to come through California.
Two local issues -- 1) Foreign Buyer Certification for Air Space America, the San Diego air show run by former Congressman Bob Wilson. 2) Additional personnel needed for Domestic Trade Offices located in California (under Sue Schwab).
RUDMAN: HDTV -- Supports Mosbacher's desire to help domestic industry, whether it's called "industrial policy" or not.
