Watkins Secretary U.S. Department of Energy Washington, D.C. 20585 [page 2] MEMORANDUM June 12, 1989 TO: SENATOR DOLE FROM : JIM WHITTINGHILL SUBJECT: MEETING WITH WATKINS Following are some of the issues which might be discussed during your breakfast with Secretary Watkins and several of your Republican colleagues : Senator Nickles will urge Watkins to become much more active and vocal on environmental issues during Cabinet meetings, etc. He is concerned that EPA Administrator Bill Reilly will sell everyone down the river in the quest for a clean environment. Senator Stevens will discuss the Exxon Valdez oil spill, probably ask for money and indicate the adverse impact the spill is having on efforts to allow oil exploration in the Arctic National Wildlife Refuge (ANWAR) . Senator Gramm (although he is scheduled to be late) will want to talk about funding for the Superconducting Super Collider (SSC) . DOE requested a total of $250 million for FY '90, $90 million to complete R&D and $160 million for construction. The total cost estimate by DOE is $5.3 billion, of which the State of Texas will contribute $1 billion and international contributions are expected to reach $1 billion. The President is expected to discuss this with House Appropriations Subcommittee on Energy and Water Chairman Tom Bevell and Ranking Member John Meyers this week. It is expected that they might end up with around $200 million when the bill is sent to the President. Senator Thurmond visited the Savannah River Reactor with Secretary Watkins about one month ago, so he will probably not raise the subject. Watkins would like to get the reactor back on line sometime next year. Thurmond may want to raise the issue of the New Production Reactor. You will recall there is one planned for Savannah River using existing heavy water technology and may be a second one for Idaho using high pressure gas technology. $303 million has been requested for FY '90 for R&D and long lead time acquisition. Senator Domenici will ask if there are any new developments with the Rocky Flats, Colorado investigation. The FBI was talking with officials at the National Lab in Albuquerque which oversees Rocky Flats. I am not aware of anything new here. He may also raise the Waste Isolation Pilot Project (WIPP), the repository for high level military radioactive waste. DOE would like to begin final testing in September and begin receiving deliveries either late 1989 or early 1990. Staff of Senators Rudman and Cochran said they aren't aware of any particular issue they would raise. For background, there are several service industry companies in Mississippi which support offshore drilling and production in the Gulf of Mexico. Seabrook in New Hampshire has been granted a low power license (5% of capacity for testing).
