(Page 1) MEMORANDUM June 24, 1988 To: SENATOR DOLE From: AL LEHN Subject : SAVIMBI MEETING, MONDAY, JUNE 27, 2:45 PM MEETING ARRANGEMENTS. You are hosting the meeting. Invited are the Republican Leadership and Ranking Members (plus Kassebaum, as Ranking Member of SFRC's African Subcommittee) (attached is the invitee list, with responses received so far -- it looks like we will have modest attendance). The meeting is scheduled to last 45 minutes. You will want to make some opening comments (talking points attached), and listen to Savimbi's response; you can then take off. ANGOLAN SITUATION. Unlike his last visit, Savimbi has no "shopping list" of military aid. His main purpose here is to insure that U.S. support remains strong, as the Angolan negotiations move toward what may be the "end game." The negotiations in progress involve the U.S., South Africa, the Angolan Communist MPLA regime, and Cuba -- with UNITA not formally taking part, but monitoring. The parties will be meeting in Cairo, while Savimbi is here. The current U.S. position is that the Cuban withdrawal from Angola must be total, and should be phased with the South African withdrawal from Namibia -- with all troops out within a year. Although differences have been narrowed, neither the MPLA nor the Cubans have accepted the complete U.S. formula. One recent hopeful sign: the MPLA has announced that it is no longer demanding an end to American aid to UNITA before the signing of an accord. One recent dangerous development: about 12,000 Cuban troops have moved within ten miles of the Namibian border. This could just be intimidation to strengthen the MPLA/Cuban hand in the talks; or could presage a new attack. Another danger is that South Africa could launch a preemptive strike against the Cubans, setting off a new round of fighting. At the Moscow Summit, Reagan and Gorbachev agreed in principle to aim for a negotiated settlement in southern Africa by September 29 (the tenth anniversary of the UN's Namibia resolution) . O UNITA HAS PROVEN THAT IF YOU ARE DEDICATED, UNITED AND COMMITTED TO FREEDOM -- YOU CAN SUCCEED; EVEN IN THE FACE OF COMMUNIST TYRANNY AND MILITARY MIGHT. O RIGHT NOW, TALKS ARE GOING FORWARD IN CAIRO, WHICH ALL OF US HOPE WILL LEAD TO A GOOD SETTLEMENT; ONE IN WHICH ALL CUBAN TROOPS GO HOME, AND THE ANGOLAN PEOPLE CAN DETERMINE THEIR OWN FUTURE, THROUGH NEGOTIATIONS AND ELECTIONS. WE WELCOME THAT STATEMENT, BUT LET ME BE CLEAR: WE ARE GOING TO STAND BEHIND UNITA -- WHETHER OR NOT THE MPLA LIKES OR ACCEPTS IT -- UNTIL ALL THE CUBANS ARE OUT, AND A REAL NEGOTIATED SETTLEMENT OF THE WAR IS ACCOMPLISHED. o WE GOT THIS FAR, IN PART, BECAUSE THE UNITED STATES TOOK A STAND ON THE SIDE OF FREEDOM; BY PROVIDING BOTH MILITARY AID AND POLITICAL SUPPORT TO UNITA'S FREEDOM FIGHTERS. O WE CAN GO THE FINAL STEPS IF WE STAND BEHIND OUR COMMITMENT TO UNITA; AND STAND FIRM IN THE NEGOTIATIONS. o JONAS SAVIMBI'S PRESENCE IN OUR MIDST TODAY WILL SEND THAT MESSAGE LOUD AND CLEAR TO THE MPLA, TO THE CUBANS, TO MOSCOW -- AND TO ANY HERE IN WASHINGTON WHO STILL HAVE ANY DOUBTS.
