THURSDAY, AUGUST 14, 1986 S-230 KANSAS GOP DELEGATION LUNCHEON WITH MIKE HAYDEN Senator Dole (check mark) Senator Kassebaun (check mark) Jan Meyers Pat Roberts (check mark) Bob Whittaker (check mark) Mike and Patty Hayden (crossed out, (check mark)) - handwritten: Slattery Vern Chesbro (check mark), handwritten: Glickman MEMORANDUM TO: SENATOR DOLE FROM: MIKE PETTIT RE: BACKGROUND ON HAYDEN CAMPAIGN DATE: AUGUST 13, 1986 o Mike Hayden won 92 of the 105 counties in the primary. o Key counties which Hayden lost include Johnson (Jones 59; Hayden 14); Wyandotte (Jones 38; Hayden 26); and Sedgwick (Jones 50; Hayden 20). o It is perceived that Hayden's lack of support in urban areas can be attributed to his stand on issues such as liquor-by-the-drink, the lottery, multi-bank holding company legislation, etc. o Gov. Carlin has already tried to frame the race between someone who looks ahead to the future and someone who is focused on the past. The obvious intention is to make sure Tom Docking picks off the Larry Jones supporters. o Party unity is better now than in the post-primary phase of the '82 campaign, but it remains to be seen whether Republicans will really go to work for Mike Hayden. Informal conversations suggest that Hayden will have an extremely difficult time motivating the forces there. o Hayden's efforts to make progress in Johnson County are further complicated by the fact that he has strongly emphasized capital punishment as a campaign issue. Polls indicate that Johnson County is the only county in the state where voters do not support the death penalty. o A KSN poll taken this week in Wichita showed Hayden leading 44-32, and a Kansas Survey conducted by the Wichita Eagle-Beacon last week showed Hayden leading Docking 42-30. Among likely voters, the margin is even better: 49-32. - Among all voters surveyed, Hayden's lead in the urban areas is 9%; in the rural areas, he leads Docking by almost 22%. Among most likely voters, Hayden leads Docking in the rural and small town areas by more than 40%. - It is of course difficult to know how much of the Hayden lead in the aforementioned polls should be attributed to the recent spate of publicity concerning his primary victory.
