Congress intends to honor Mr. Shcharansky's courage and dedication to this cause, and there are two pieces of legislation which provide us an excellent opportunity to do so. Those measures are H. Con. Res 329, permitting use of the Capitol Rotunda for a special ceremony for Mr. Shcharansky, and S. 2308, Senator Lautenberg's bill to authorize award of Congressional Gold Medals to Mr. Shcharansky and his wife, Avital. Both pieces of legislation will permit the elected representatives of the American people to pay fitting tribute to two individuals who have labored so long, and suffered so much, to uphold the human freedoms all Americans hold dear. Therefore, I propose that the Senate act simultaneously, and expeditiously, to give overwhelming endorsement to both measures. Few Americans are unaware of Natan Shcharansky's false imprisonment by the Soviet government as that repressive regime tried to silence his voice on behalf of individual freedoms in the Soviet Union. Similarly, few Americans do not know about the untiring campaign Mrs. Shcharansky waged worldwide to win freedom for her husband, and to promote human rights for so many others in the Soviet Union. With little time remaining before Mr. Shcharansky's arrival, and with preparations necessary for any ceremony and awards, the Senate should pass both these measures without further delay. I look forward to working with you to achieve that objective, which would permit us to honor these two most deserving individuals who symbolize the international campaign for human rights. THE MEDALS FOR AVITAL AND NATAN (ANATOLY) SHCHARANSKY WILL DEMONSTRATE THIS COUNTRY'S RESPECT AND ESTEEM FOR THESE TWO MODERN HEROES. BUT THEY WILL ALSO SYMBOLIZE OUR SOLIDARITY WITH THE HUNDREDS OF THOUSANDS OF JEWS WHO REMAIN IN THE SOVIET UNION LIVING OUT A DAILY STRUGGLE TO ATTAIN THEIR FREEDOM. AT THE END OF MR.
