There is no doubt that you are correct that many of these special tax breaks have distorted economic decision making to the detriment of the overall economy. After our meeting I checked and found that an across-the-board freeze would reduce Federal spending by about $38 billion in Fiscal Year 1986. The compromise budget package that finally was agreed upon would reduce spending by about $56 billion in 1986, so at least on paper, we are doing better than a freeze.
