They should be stationed outside the Board Room at the Rotunda. If you cannot find one of them, call 804/296-2181 and ask for either Lt. Kerrigan or Sgt. Mobbs and they will get the car for you. Also, the heliocopter will have moved to the airport and will have to be notified at least 15-20 minutes before your departure so that they can reposition at the Boar's Head Inn.
