MEMORANDUM October 12, 1979 TO: SENATOR SUBJECT: NEW HAMPSHIRE HOSPITALS The New Hampshire hospitals as a group have done an excellent job with their voluntary effort to control hospital costs. RECORD: 1975 - 1976 19.1% increase in costs 1976 - 1977 16.9% increase in costs 1977 - 1978 13.9% increase in costs lst six months of 1979 10.9% increase in costs Interestingly enough, this result of their voluntary effort compares favorably with the Connecticut and Rhode Island experience -- although both of those States have mandatory rate control programs. St. Joseph's Hospital 200 bed general hospital. Administrator: Bill Clegg -- he is President of the American Academy of Medical Administrators and the New Hampshire delegate to the American Hospital Association House of Delegates. The hospital has been very actively involved in the Voluntary Effort to control hospital costs and is in strong opposition to any mandatory controls. Their costs are average compared to the rest of the State and they have developed a rural outreach clinic without the use of Federal dollars. The hospital also has a small school for the training of licensed vocational nurses. Memorial Hospital 190 bed general hospital Administrator: Richard Quinlan -- he is a member of the State Board of the New Hampshire Hospital Association. Memorial has been active in the Voluntary Effort and has also developed a rural outreach clinic without Federal money. Memorial also has one of two kidney dialysis units in the State. Additional Note Leslie Smith is the President of the New Hampshire Hospital Association. He has been very supportive and you may wish to mention him favorably in your discussions with hospital staff and administrators. (The New Hampshire staff failed to notify him of your visit(s), and his nose was a little out of joint. He cannot be with you, but asked to be remembered to you, and sent his regrets.)
