MEMORANDUM TO SENATOR DOLE DA: April 16, 1995 FR: Alec Vachon RE: NOTE TO SHEILA FRAHM *ATTACHED IS A NOTE TO SHEILA FRAHM--REGARDING THE ATTACHED POLITICAL CARTOON SHE SENT ALONG TO YOU. *At the Kansas Disability Caucus luncheon on April 6th I sat next to Ms. Frahm. She discussed concerns about sending programs back to the States--principally funding. I understood that because the session has been so busy--and because many Cabinet officials are new (some are still acting) , there has been very little focus on what some proposals would mean for Kansas. Incidentally, at lunch she spoke to the Caucus briefly about her experience with special education for her child with disability (visual impairment). I was told by others she adopted this child. Seriously, I am very sensitive to the many issues that must be faced as we work to return responsibilities on the States--including proper funding.
