Organizations and agencies with exemplary practices related to the ADA will be identified and studied in greater depth. Project goals will be accomplished by using a participatory research design which involves individuals with disabilities in all phases of the project, including instrument development, methodology, and analysis of findings. In order to achieve the participatory research goals outlined above, focus groups will be conducted in California and Massachusetts to collect information regarding consumer experiences with the ADA as well as suggestions for measures that might indicate the ADA's effectiveness. In addition, interviews will be conducted during the first year with staff from federal agencies responsible for overseeing the various titles of the Act, representatives of advocacy and professional organizations, and other individuals who were instrumental in the development and passage of the ADA. These interviews will focus on informants' perceptions of the major goals of ADA, their organization's role in overseeing implementation, potential constraints to full implementation, and indicators that might be used to measure the ADA's effectiveness. First year activities also include analyzing and comparing existing state statues related to disability rights. Information obtained from the interviews and from the focus groups will be used to develop instruments to survey all major sectors involved with the ADA during the second year of the project (federal government agencies, state and local governments, private sector organizations, and individuals with disabilities). During the third year of the project, case studies will be conducted of public and private sector entities identified as having exemplary practices related to the ADA. Findings from all mall surveys and from the legal analyses will be disseminated during the third year. A final outcome the project will be the development of future research questions and recommended variables that may be used in future studies of the Americans with Disabilities Act.
