Re: Disability Advocates' Views on Motor Voter Bill 

You had indicated a willingness to drop-by a meeting with Jim Dickson (League of Women Voters); Justin Dart, Jr.; Evan Kemp; and Jim Viotenti (DAV) regarding their views on the Motor Voter Bill, which is expected to come up for a floor vote late Wednesday afternoon. After discussion with Kerry Tymchuk, RLO point man for this bill, who indicated that it was likely to pass, Dickson et al. were satisfied this meeting was not needed, but asked that their views be conveyed to you: 

1. They understand your opposition to this measure (and did not expect to persuade you otherwise), but request your help in preventing any delays in the vote. 

2. They are interested in the legislation because it contains a provision (Sec. 7(2)(B)) that all state agencies that serve the people with disabilities would be required to provide voter registration services, such as state vocational rehabilitation agencies. 

3. That there is a great need for voter registration outreach to people with disabilities --by one estimate 16.7 million adults with disabilities are not registered to vote. 

4. That despite the perception that this bill would promote registration of Democrats, they believe that many of those who would register as a result of this legislation will be disabled persons who will vote Republican. 

Lastly, Dickson was assured that promoting participation in voting and other governmental activities by people with disabilities was a priority of this office, and that we would welcome proposals for new initiatives in this area.
