MEMORANDUM Date: July 15, 1994 To: Senator Dole From: Alec Vachon Re: Request/Drop By Congressional Briefing on New NOD/Harris Survey of Disabled Americans (End of Letterhead) I wrote you last week (memo attached), asking if you wanted to make opening remarks to a briefing of a new Harris survey of disabled Americans. You are a sponsor of the briefing (invite attached). You indicated "Maybe." Incidentally, I am preparing for your review a floor statement on the highlights of the survey findings. Yvonne indicates you have time available in your schedule. ARE YOU INTERESTED IN MAKING SHORT OPENING REMARKS? YES REGRET Thursday, July 21, SC-10, 3:00 p.m. MEMORANDUM Date: July 7, 1994 To: Senator Dole From: Alec Vachon Re: Co-Sponsor Congressional Briefing (End of Letterhead) Alan Reich and the National Organization on Disability has asked if you will co-sponsor a Congressional briefing on the results of a new survey of people with disabilities, which updates the groundbreaking 1986 Louis Harris/ICD Survey of Disabled Americans. This briefing will be held on Thursday, July 21, in SC-10, at 3 p.m. Senator Harkin has agreed to sponsor this briefing as well; if you agree, invitations to Senate colleagues will be sent jointly. N.B.: As you may recall, the 1986 Harris data was at the heart of your statement on crime and disability --it found that people with disabilities ranked fear --fear of being hurt, fear of being a crime victim --as the number one reason why they do not socialize as often as other americans --whether going to the movies or visiting with friends. Architectural barriers were ranked these barriers only fifth why they don't go out more. I requested an advance copy of the NOD surve results --they might make an interesting floor statement. DO YOU WISH TO CO-SPONSOR THIS BRIEFING? YES X NO IF YOUR CALENDAR PERMITS, ARE YOU INTERESTED IN MAKING SHORT OPENING REMARKS? YES REGRET MAYBE X Senator - Yvonne says your schedule is free at that time. - Alec United States Senate WASHINGTON, DC 20510 July 8, 1994 (End of Letterhead) Dear Colleague: You are cordially invited to join us, along with members of the disability community and the media, for a briefing on an important new survey of people with disabilities. This survey, which the National Organization on Disability commissioned Louis Harris and Associates to conduct, updates the 1986 Harris survey that helped pave the way for the Americans with Disabilities Act of 1990. This is not just another research report. This Harris survey is based on more than 1,000 extensive interviews of people with disabilities themselves from all across America. It promises to be useful for years to come to legislators, policymakers, the disability community and all others who share our concern for expanding the participation of persons with disabilities in all aspects of life. At the briefing, the findings of the survey will be presented by the President and CEO of Louis Harris and Associates, Humphrey Taylor. We believe this briefing will also interest Members and staff responsible for such issues as health care, government benefit programs, education and employment. Because this report and its findings will have importance for America's future, we very much hope you will join us in Room SC-10, at 3:00 p.m., on Thursday, July 21. Sincerely Yours, Bob Dole United States Senator Tom Harkin United States Senator
