MEMORANDUM Date: May 30, 1994 To: Senator Dole From: Alec Vachon (initialed) Re: FYI/ DREDF Gala Honorary Committee Sign-On * As you know, Paul Hearne wrote you to encourage you to reconsider turning down an invitation from the Disability Rights and Education Defense Fund (DREDF) to be an honorary co-chairman of its Third Annual Gala in July (attached). I was also lobbied by Janet Dorsey. * Paul's sympathy for DREDF is understandable. When DREDF was founded in 1975, it was one of few groups doing disability law. Also, Paul was a reviewer for DREDF's first federal grant in 1976. Even today, there is little interest in disability law, notwithstanding ADA. * However, I told Paul I would pass on pressing this matter with you-- Mo had intervened before. I did not share my reasons with Paul, but FYI: --First, notwithstanding Paul's concern, it will not make a whit's difference in your standing in the "disability community" whether you are one of 50+ honorary co-chairs. If anyone noticed, they likely assume you were not asked. --The only downside is possible grief from DREDF. However, if DREDF gets the message to clean up its act, it would be worth it. First, DREDF's Washington rep, Pat Wright, is personally insulting and highly partisan in public forums. For example, one time she sneeringly referred to me as a "white male in a grey suit." I turn the other cheek -- she embarrasses herself more than those she insults. However, she is given credibility by other disability groups, much to the detriment of disability issues. Justin Dart often used her to speak at President's Committee on Employment when he was Chair -- Wright once insulted the head of McDonald's. Because of such stunts, the President's Committee lost business support -- a problem Coelho is now trying to fix. --Also, DREDF circulated a fundraising letter last year, claiming ADA was under Congressional attack. I spoke to DREDF officials in California -- they had no examples of attacks -- and amusingly suggested there were none because they had prevented them. Indeed, the only "attacks" on ADA are from the media -- from NBC Nightly News to Wall Street Journal -- which report ADA scare stories that are often wrong in the important facts. Indeed, I have strongly encouraged disability groups to publicize examples of ADA's successes -- since we seem to hear only the complaints. I received a call today from DREDF informing me that you had declined their request to serve on this committee by a letter dated April 25. They asked me if I knew why you declined since you had served on the committee for the previous two galas. I raised this with Alex and he said he knew nothing of the letter or the rejection and would speak to Mariam tomorrow when she's in the office. Senator, I have attached a list of those on the committee for your review and think it is important that you consider adding your name. Your role is vital to the disability community because of your involvement in the passage of the ADA. As you will see, the committee is non-partisan. Nonetheless, please understand my interest in having your participation in this important event. The event will be dedicated to the disability advocates nationwide who worked on the legislation. As you know, July 26, 1994 marks the full effective date of all the provisions of this historic Act, finally ending second class citizenship for the more than 49 million disabled Americans. The acknowledged expert on the Americans With Disabilities Act and the established leader of the successful strategy to pass this momentous law, DREDF seeks to open the doors to “First Class Citizenship” with an exciting GALA "Inaugural Ball" Monday evening July 25, 1994 at Union Station in Washington, D. C. On Tuesday morning, July 26, a special ceremony is planned. In addition, DREDF will prepare a commemorative souvenir Tribute Journal featuring the history of ADA, photographs and messages of appreciation from those who worked alongside DREDF to further the rights of all persons with disabilities.
